Bill Hayden, a DEQ spokesman, said Friday that Dominion has withdrawn an application to modify its Virginia Pollutant Discharge Elimination System permit, which would allow the utility to treat and discharge wastewater remaining in an ash pond at the site, “indicating that dewatering of the pond will no longer result in the need to discharge to state waters.”
